Yes, they they could do something like that. They could do what a lot of the modifiers do where they limit your level to whatever the next boss is, which is usually a gym leader.

To a certain extent, yes, but to a larger extent, you could always go a few levels higher without it being a big deal. This is level 15 is the hard cap. There's no 18 or 20. There's 15, the same level as them.
