Mickey Joseph says there should be buyouts for transfers who go up a level in college sports…could that be put into play?

-Joseph---of course a former Husker and interim head coach---is now the head coach at Grambling State and said last week that if a player leaves his school (or any school of that level) to go up level, the school that loses the player should get a buyout

-It’s an interesting premise and something we haven’t really discussed at all…could it happen ever?
