Mae'r pwysau ar y gwasanaethau cyhoeddus yn enfawr: galw cynyddol, cyllidebau wedi’u gor-ymestyn, a chymhlethdod cynyddol. Ym mhennod 2, bydd Adrian yn rhybuddio bod rhai cynghorau "ar y dibyn o ran cynaliadwyedd ariannol" ac yn tynnu sylw at frwydr y GIG i fantoli ei chyllideb hyd yn oed er gwaethaf mwy o fuddsoddiad nag erioed o’r blaen. Mae ymddiriedaeth a hyder yn lleihau, yn rhannol oherwydd tueddiadau byd-eang ond hefyd oherwydd materion yma yng Nghymru - ac mae hynny'n broblem i bawb.

The pressures squeezing public services are immense: rising demand, over-stretched budgets, and growing complexity.
