Bronin X: Barry Wernick, thank you so much for joining me on the Real Texas Radio podcast today. I'm really excited for this interview. You are running as a Republican, that's very important, for the Dallas County Commissioner's Court District 2. Why don't you introduce yourself?

Barry Wernick: hi Well, my name is Barry Wernick. I'm... a Lifelong. Resident of Dallas, Texas. Grew up here. um in the Preston Hollow area.

Barry Wernick: And. went to university of tech oh In Dallas, I grew up, I went to... First Akiba Academy Jewish Day School. then went from the Jewish day school to St. Mark's.

Barry Wernick: Graduated from St. Mark's, went to University of Texas. um where I focused my studies on Soviet and post -Soviet an east european studies, relations, Russian linguistics, and A whole bunch of fun internet internet international things.

Barry Wernick: uh, when test.

Bronin X: Awesome.

Barry Wernick: SMU Law School. Um... And... I've been... lawyering, although not your typical lawyer. I'm a TMCA.

Barry Wernick: credentialed distinguished mediator which means I do thousands of mediations. and arbitrations. So I'm not. The guy's suing people. I'm the guy trying to resolve disputes.

Bronin X: oh

Barry Wernick: And so.

Bronin X: Awesome.

Barry Wernick: That's what I've been doing primarily for the last 15 years. And that was after. a career as and not your typical lawyer but a businessman legal counsel, managing member for for companies.

Barry Wernick: related to you know, FTC, SEC regulated companies to... real estate, construction. financial services. The whole game.

Bronin X: All right.

Barry Wernick: Yeah, all across the...

Bronin X: See you, man. You have a ton of experience and you're a local Texan, so we love that.

Barry Wernick: There you go

Bronin X: And before we get into what... the Dallas County Commissioner's Court does, what authority they have. Why don't you tell us what territory does District 2? cover.

Barry Wernick: Okay, so It's a huge territory. So there's... about 400 ,000 registered voters. stretching from North Irving. So if you're north of the airport freeway 114.

Barry Wernick: um Las Colinas. You go north of there. Um, and it includes Capel. a little sliver of Louisville that's in Dallas County so this is a Dallas County position so if you're Moving over east from there to Carrollton.

Barry Wernick: There's North Carrollton, which is not in Dallas County. So the southern part of Carrollton would be in Dallas County. Then we go to Farmers Branch. Addison. North Dallas.

Barry Wernick: Um, And once again, just to the county line. And it stretches all the way east to Richardson. It includes Richardson. And it doesn't stop there. That's the northern border.

Barry Wernick: Then it goes right down the middle. Picture a T. And down the middle, it goes from North Dallas down to Preston Hollow. down through University Park.

Barry Wernick: Island Park. Uptown. Um... O 'Claude, Gary.

Bronin X: Little sliver of Oaklawn, too, yes.

Barry Wernick: Yes, the Herbal Oak Lawn area. And then it scoots is east. Get the M streets. Um... and then Lakewood. So just west of White Rock Lake, it goes as far as Lakewood.

Barry Wernick: Um... Hills. which is Not as far as... the Forest Hills. So it stops off basically at the Forest Hills area of White Rock Lake.

Barry Wernick: So it's a huge, huge district. very um I mean, a lot of different people from all over, right? i mean it's pretty

Bronin X: Yes.

Barry Wernick: Pretty diverse.

Bronin X: Yes.

Barry Wernick: So.

Bronin X: And I know Preston Hollow, in terms of City of Dallas, that's probably got the best voter turnout of any of the... 14 council districts.

Barry Wernick: my My precinct is probably... It isn't. The most Republican precinct? and probably the highest turnout. And that's right between Hillcrest and Preston.

Barry Wernick: area, Hillcrest and Forest, Preston, just south of LBJ.

Bronin X: Awesome. And that's really important. I think really the big issue is right now, Dallas County Commissioner's Court, it's one party rule. It's all Democrats. There hasn't been a Republican on the court for at least several years.

Bronin X: And we we really need a Republican voice to. just to bring it back to... reality. um It's so crazy.

Barry Wernick: Look. Well, to your... to your point i mean this is what i tell people i'm not going against A guy, although this is a guy with a lot of baggage. I'm going up against a one -party machine.

Barry Wernick: And that's what it is. There's no transparency. There's no accountability. and With the taxes, especially, there's no affordability. I mean we can't afford it.

Bronin X: Right, right. And we're going to talk about the huge property tax hike that... Andy Sumerman, your Democrat incumbent challenger, he is framing it as an opportunity. He's giving us, the voters, an opportunity to increase our own property taxes by over $100 million. dollars for for more homelessness.

Bronin X: No plan. This is going to eradicate homelessness if we just give housing forward.

Barry Wernick: Oh, of course.

Bronin X: and

Barry Wernick: Of course. Yeah. They always come up with these great solutions, but I hear them over and over and over again.

Bronin X: Right.

Barry Wernick: And. the only problem with the previous solution was we just didn't have enough money, right?

Bronin X: Right. Yeah, it's never enough. It's never enough, is it?

Barry Wernick: So.

Bronin X: and You know what I notice? They don't give us, the voters, an opportunity to vote on their cost of living adjustment that comes every single year. And the car stipend, the auto stipend, I think it's like 700 bucks a year. we We don't get to vote on that. We don't get to vote on, what did they pass, like $350 million dollars in bonds?

Barry Wernick: Oh, they...

Bronin X: for the new jail.

Barry Wernick: Well, they passed. Well, that's what... Do we really know? Because what happened was... under the guise of a certificate of obligation And now you'll see a lot of the counties now across Texas are using this. Now, certificate of obligation is where you... don't need voter approval.

Barry Wernick: You you can come out with this bond right that package

Bronin X: Right.

Barry Wernick: And. It's in a case where tornadoes rip through and or you have no water or you need ah a quick solution.

Bronin X: Emergency.

Barry Wernick: it's ah It's an actual emergency. Now they're using it as sort of a... an everyday thing now. So they passed in May. Just may. I guess they're not thinking about the elections.

Barry Wernick: They just happen to be in the middle of election season. and They pass.

Bronin X: Great.

Barry Wernick: a $350 million. dollars certificate of obligation which will cost us the taxpayers 700 million dollars and something people don't realize is district 2. If you live in District 2,

Barry Wernick: You get to wear it as a badge of honor, but your appraisal. Your appraisals, your property appraisals are sometimes six, seven times more than the average across the county. And I was doing the math.

Barry Wernick: We are shouldering 40 % of the tax burden of the whole county. in District 2.

Bronin X: Wow.

Barry Wernick: So that that certificate of obligation you brought up.

Bronin X: Wow.

Barry Wernick: that 350 million dollars with interest will be. $700 million, which will cost You? and me $1 ,300 each. Okay?

Barry Wernick: thirteen hundred dollars

Bronin X: Wow.

Barry Wernick: You got a partner, married, that's $2 ,600. And.

Bronin X: so Yeah.

Barry Wernick: and I...

Bronin X: Yeah, it's a it's a huge tax hike. And ah so on that note, i we're talking about jails, but why don't we just... quickly go over what authority does the Dallas County Commissioners have?

Bronin X: What departments are they over in the county?

Barry Wernick: Oh. So that's a good question because um You know, County Commissioner. Our local races honestly should be at the top of the ballot.

Bronin X: Agreed.

Barry Wernick: I mean, that's why. i mean i keep on telling people maybe we should have a bottoms up campaign i'll have some some happy hours or something but we really should go bottom up because the most important races are the ones that affect us on a daily. basis.

Barry Wernick: I mean, I don't know what the president's doing that. affects us any more than let's say your county commissioner who's paying the salaries. of all your county officials approving the budgets of Anything from Parkland Hospital.

Barry Wernick: to the jails. Lou Starrett. to our sheriff's department. all the deputies and officers and clerks. the district attorney's office, all the lawyers and and clerks.

Barry Wernick: The budget, that's... the main Spending. that's being done by the county And the commissioner's court is the one that approves it and spends it. And, you know, it's crazy is. um I just...

Barry Wernick: Found this out recently, our treasurer doesn't even do the payroll. You know who does our payroll?

Bronin X: Really? Who?

Barry Wernick: The auditor. So. We've got an auditor. I mean, it's sort of like the fox guarding the hen hen house. And it makes you wonder. We have these internal audits. They happen all the time.

Barry Wernick: If you're auditing yourself, The last time, and I haven't been able to find it because I keep on going back and back and I'm starting to use AI to see how far back can we go. It's been over a decade since Dallas County has had a um a third party forensic audit.

Barry Wernick: So that would be one of the first things that I would do.

Bronin X: Really?

Barry Wernick: think about it parkland just um advance their budget and approved by the County Commissioner's Court. Um, It's over $3 .1 billion. dollars Um,

Barry Wernick: We've got, like I said, the the jails. the um Well... uh homelessness.

Bronin X: Oh boy. the homelessness.

Barry Wernick: and And utilizing... utilizing um What are we paying for? to solve Homelessness I've been hearing it for for years and years and decades. I mean it it really is decades.

Barry Wernick: that we're spending money in the Only... Wade. we would have had our solution work. had we had more money. And so. you know. Taxes.

Barry Wernick: So when you think of your taxes, that's another thing that county commissioners court set.

Bronin X: Right.

Barry Wernick: And if you go to the Dallas County. site, you'll notice it says right there, Notice of increase. in taxes 22%. And I ask people, did you get a 22 %?

Barry Wernick: tax, high I'm sorry, pay raise last year. Did you, Bronwyn?

Bronin X: I didn't. I did not.

Barry Wernick: No, I didn't either. And you know how many people are living on fixed incomes on top of that? Yet. My opponent, Summerman, is the one that's always proposing these taxes. And... He, uh...

Barry Wernick: He just proposed when it was 25%. They amended it. to 22%. But I didn't get that tax rate. There are people on fixed incomes. And it's all.

Barry Wernick: Basically, treating us as as their personal ATM. And while they're taking our money. You know, they're they're basically virtue signaling.

Barry Wernick: to their bank with our money. Right? and and and And how am I staying in my house?

Bronin X: Well,

Barry Wernick: I hear this from everyone.

Bronin X: I know.

Barry Wernick: What about me? And i and this is what makes this issue so big. is that when you so when you pass these certificate of obligations, which don't require voter approval,

Barry Wernick: had no debate. We don't even know where they're saying, well, 50 million is going to go to a new jail. well What jail? Where? What? They don't have any, there are no details. There's no accountability.

Bronin X: Right.

Barry Wernick: And the same thing goes for this proposed homeless tax. Wait, where's the... Accountability, what are the details? like can we And thank God the Texas legislature, when you. raise taxes that much.

Barry Wernick: It's required to be put on the ballot. So hopefully everyone in District 2 and across Dallas County will join me because I know I'm joining y 'all in voting. No. on Somerman's tax hike in November.

Barry Wernick: And hopefully everyone will vote for me.

Bronin X: Yes.

Barry Wernick: at the same time.

Bronin X: Yes, absolutely. And, you know, Austin just tried to do the same thing. The city of Austin last year, Prop Q. And it it was almost the same amount of money.

Barry Wernick: Yeah.

Bronin X: Just give us another $100 million dollars and we will solve homelessness.

Barry Wernick: Right.

Bronin X: The $1 .5 billion dollars spent in Travis County in the last several years, that didn't do it. did the opposite. voters saw right through it in Austin. It was a a blowout.

Bronin X: I think over 60 % voted it down.

Barry Wernick: I think it was like 68, 68. It was.

Bronin X: You could be right.

Barry Wernick: And you know, that's Austin.

Bronin X: Okay.

Barry Wernick: it Come on, if Austin votes that thing down, we better vote it down even more, okay?

Bronin X: That's Austin.

Bronin X: Right. And you know what? i I watch a lot of these. Dallas County Commissioner's Court meeting. So you can tell how many hobbies I have. They they are stultifying.

Barry Wernick: ah

Bronin X: i I grab a lot of cut cuts, as many as I can to just. Listen to all the stupid, crazy things these people say. The meetings are very difficult to follow as just an ordinary citizen, member of the public.

Barry Wernick: Yeah.

Bronin X: they They're talking over each other. And you know what else? I think they're terrified of John Wiley Price. i Summerman, Daniel, COVID Clay Jenkins, the judge, terrible.

Bronin X: And they're afraid of him. and And he will start screaming at people. He he not long ago screamed at Alba Garcia, screamed at her. They had to pause the meeting. He was so out of control. So yeah I mean, if if you are elected, you're going to have to deal with him.

Barry Wernick: But you know what? On the tax issue, I may not have such a problem. Because on that homeless tax proposal, guess who? Guess who stood against it?

Bronin X: exactly I gave him credit for that

Barry Wernick: And you know what? You had two people. You had Elba. and john wiley price both against it so here's this one party machine this is how out Out of step. not only is summerman with with just our district.

Barry Wernick: But he's even out of step. with his own Democrat party. I mean, he's

Bronin X: Right.

Barry Wernick: As left as you can get. I mean, and we can go over that or. you I've done some. It's amazing the the links to news sites and publications that he's putting out there to leftist organizations. with our taxpayer money by the way.

Bronin X: Yes.

Barry Wernick: Crazy.

Bronin X: And you know what?

Barry Wernick: So he is a true he's a true leftist. he's Now he understands that our district is now 52 Democrat, 48 Republican. So he realizes...

Bronin X: Right.

Barry Wernick: He has to relate to... I'm a... almost the majority of the people, right? It's a big...

Bronin X: Yes.

Barry Wernick: Big minority of his of his constituency.

Bronin X: And, you know, so to your point, though the one time where I really do hear Andy Summerman piping up, it's on the elections issue. And so that's another major jurisdiction of Dallas County Commissioner's Court, the the elections.

Barry Wernick: I didn't even... i didn't even get to that That is... the one that is a huge part of it.

Bronin X: Let's, yeah.

Barry Wernick: And it actually. That's the reason. That's the number one reason I actually looked at running for Dallas County Commissioner. Um,

Bronin X: Tell us what Andy Summerman has been up to in terms of polling locations in Dallas County.

Barry Wernick: Okay, so... if If for some reason you... i don't know we're on vacation somewhere He didn't open it. read a newspaper or look at some social media site you wouldn't have known that He has...

Barry Wernick: um Basically. He has been setting up polling locations at mosques. And. Doing that, Using it,

Barry Wernick: really is a political weapon. to serve. his interest. for partisan advantage and you should never use polling locations as a political weapon for partisan advantage.

Barry Wernick: And what's crazy is he's campaigning and fundraising off it. So he's going out there telling everyone that I have set up three mosques. And I got it on video.

Barry Wernick: So I exposed it.

Bronin X: I saw that.

Barry Wernick: I exposed it the other day and I said, you know, it was on a someone's Facebook page. And there were two events. One was at a Muslim gathering. and of fundraisers. And the other one was at.

Barry Wernick: His actual kickoff for his reelection. And that was his. big point. He was campaigning and fundraising off the fact that he set up masks. And... um And this isn't, by the way, about a building's faith.

Barry Wernick: This is about... the conduct of an official. And this county commissioner says on video he did that because they're voting as a block for Democrats.

Bronin X: Exactly.

Barry Wernick: And it ensured the win of Judge Clinton on the Fifth Court of Appeals and that he is in an election year. End. he And he just set up another one in Irving.

Barry Wernick: ah the Islamic Center of Irving. which, by the way, is based on a walk. in a waqf that's owned by the Muslim Brotherhood. So...

Bronin X: Nice.

Barry Wernick: It's... these these These mosques, you know... and and Like I said, it's not about the building's faith. But it is about. whether um you're going into a place that Preaches hate for America. hate for our constitution and The Islamic Association of North Texas had...

Barry Wernick: Um, say a gentleman, an imam by the name of Imam Jihad. It could have been Imam Peace, but I guess they invited Imam Jihad instead.

Bronin X: okay laughter

Barry Wernick: He was a... He was in prison for 23 years for bank robbery. and um He was a member of the Black Liberation Army. And. He gave a whole lecture, a whole series on...

Barry Wernick: Um, from Marxism. to Islam. I think it's the revolutionary road to Allah. Now. These these masks are either tied they're they're preaching which is the taliban salafi Muslim Brotherhood.

Barry Wernick: Um, And. have connections to care. They do. us do and And these are all. terrorist -designated organizations.

Barry Wernick: You know, they're not

Bronin X: Right.

Barry Wernick: So. So there is a problem there.

Bronin X: Uh,

Barry Wernick: But once again,

Bronin X: And there's a...

Barry Wernick: Yeah, our our problem. But it could be any private facility. The whole point was... and gets back to the fiscal issue. is public law actually requires that You seek out public facilities first so you don't have to pay churches. and synagogues and mosques.

Barry Wernick: for for their place for a voting location.

Bronin X: Right. Right, yeah, to me, that that is another one of the big issues. I'm sure... When I first moved to Texas, I think I did vote in ah in a church hall or something like that, a Christian church hall. but yeah You alerted me to that in in your last interview there.

Barry Wernick: Right.

Bronin X: with Steve Bannon, you're supposed to preference a public facility.

Barry Wernick: Yeah, the law, there's a Texas election code chapter. 43. actually talks about public spaces and It's interesting how the legislature and a lot of... ways are always trying to stop local municipalities from spending more than they should.

Barry Wernick: it's kind of nice you know they kind of put a limit they say look Go to a public facility. And it's not just for fiscal reasons, but it's also for level of comfort, right? if if If the closest place to you is a place that you don't feel comfortable going.

Bronin X: Great.

Barry Wernick: And maybe you won't make the extra effort to go somewhere else. Well, the Democrats are always talking about disenfranchising voters. Well, maybe the Democrats should see that this. This might disenfranchise some voters.

Barry Wernick: Some people may not feel comfortable going to those mosques that are now all being set up as polling locations.

Bronin X: That's another good point.

Barry Wernick: So.

Bronin X: We don't have any shortage of public facilities, schools, libraries, community centers all over Dallas County.

Barry Wernick: you know

Barry Wernick: I offered up a solution at least for the Richardson issue. And. um And I said to Summerman, I said, First of all,

Barry Wernick: You're not following the law. Okay. You never sought out a public space.

Bronin X: Right.

Barry Wernick: You sought out specifically private facilities, and it could have been a mosque, but it could have been Tammany Hall. It doesn't matter. You're finding these places that you know are going to vote for you.

Bronin X: Right.

Barry Wernick: That's not your job. Your job as a commissioner is to find polling locations so that... Yeah, it's efficient, easy, comfortable. you know, impartial so people can go out and vote.

Barry Wernick: You're not supposed to set up polling locations to ensure your reelection. And his record is is abysmal.

Bronin X: Right.

Barry Wernick: So I get it. He needs to rig the system to win.

Bronin X: Yes. Yes. And do you know...

Barry Wernick: We should be furious. we should Everyone should be up in arms. and And I see there's a lot of people up in arms with the Muslim, Muslim, Muslim. That's not even. that that's a little piece that's not even the the issue yeah i want my wife and my three girls

Bronin X: Yeah.

Barry Wernick: to feel just as safe as I am walking down the street. And hopefully there are people here that respect women. and Respect. other people of other faiths.

Bronin X: Right.

Barry Wernick: just like they'd expect themselves.

Bronin X: Great.

Barry Wernick: but

Bronin X: Um... Yeah, I mean, my big issue with this guy, Andy Sammerman, he's just a hack. Teresa Daniel, she's a hack. COVID Clay, they they're just hacks. They're collecting checks. They're collecting their auto stipend. We're paying for their car. We're paying for their cost of living adjustment.

Bronin X: And there's no debate. during these meetings over the budget. There's no public comment. with the exception of John Wiley Price.

Barry Wernick: Fine. Yeah, he may be he may be my buddy on the court now that we think about it, right?

Bronin X: You know, he'll...

Bronin X: i I hope so. I hope so.

Barry Wernick: That would be great.

Bronin X: You'll definitely need some other votes. Bye. At least you can you can be publicly calling these people out, these hacks and phonies for for just...

Barry Wernick: You talk about the money. You talk about the stipend. you You're once again, that's the tip of it. There was an ethics opinion. State Bar. I had an ethics opinion.

Barry Wernick: 5 .30 and you can look it up or look on my site. I have it there. and it actually calls into question and it says it's It's unethical. for a lawyer.

Barry Wernick: who has cases in front of the court that he holds the purse strings to. to actually serve. as a commissioner. So we've got right now.

Barry Wernick: Andy Summerman and his personal injury law firm. with hundreds of cases in front of Dallas County courts that he holds the purse strings to.

Bronin X: Right.

Barry Wernick: And don't forget, Clay Jenkins is doing the same thing. And if you see how much money their firms...

Bronin X: Yes.

Barry Wernick: have made since They've been on the court. it's This is not just conflict of interest. It's unethical. And it's... using our money to get judges, what did I say before? I said, Ooh. What does a county commissioner do?

Barry Wernick: It's payroll. It's funding all of these services from sheriff's office to DA a to the jails to the justice system. And if the judges...

Bronin X: Right.

Barry Wernick: are relying on their salary, and their court reporters and their bailiff and everything else. What do you think? They're going to allow this guy's case to get through or they might think.

Barry Wernick: otherwise like ah I think they'll let that case go. instead of dismissing it.

Bronin X: Right. Huge conflict of interest. Huge conflict of interest.

Barry Wernick: Yeah. So.

Bronin X: And, you know, another thing that they do, the first hour of these meetings and for the public there, there's actually one today in ah all the same shenanigans that you can expect.

Barry Wernick: Guess what they're doing today?

Bronin X: Uh, Oh, talking about elections and they're so worried about the voter disenfranchisement.

Barry Wernick: They're voting on our polling locations. This is why I got it out there. I said look Do not vote. on In fact, I actually... put out a demand yesterday.

Barry Wernick: saying that Summerman needs to recuse himself from any vote. because we already have seen him admitting on video. this you know Like I said, he's campaigning.

Bronin X: Yeah. And he's basically harvesting.

Barry Wernick: i Yeah, what, I'm going to have him pick locations that... serve his party's best interest or Worst case scenario. His direct.

Barry Wernick: Best interest in District 2? No way!

Bronin X: No. And you know what? I've emailed him not very much, but just to give my opinion as a constituent of his. unfortunately, horribly misrepresented. I don't even get an auto reply by email.

Bronin X: I've called his office a few times in the middle of the day and a weekday. No answer. So, I mean, he's just totally worthless.

Barry Wernick: So if you can't set up, yeah.

Bronin X: is worthless.

Barry Wernick: if Well, if he can't set up an auto reply. Maybe that kind of weighs into... why he probably didn't. think to buy his own name for a website.

Bronin X: Right.

Barry Wernick: Yeah.

Bronin X: Right, right. Yeah, he's only...

Barry Wernick: He doesn't know how to use the auto reply, right? um

Bronin X: Right.

Barry Wernick: which which

Bronin X: Um,

Barry Wernick: ah Which I'll segue into. Heh. You go to my site, Wernick for Texas dot com, and you'll find out my positive vision on on how I want to address all these issues and bring back. tran transparency.

Barry Wernick: accountability to a one -party you know this is one party machine You need a watchdog on there. what One out of five votes may not. make the difference on the voting. But! on the topic and the narrative and the discussion.

Barry Wernick: If I can expose, be that watchdog and put it out there. but Where are we finding out about these record of failures of District 2? And Summerman?

Barry Wernick: is at andysummerman .com because I bought his name and set up that site so that people can go there and see. A litany of... Basically, everything that's wrong and corrupt about Dallas County is is is

Bronin X: It's a long list.

Barry Wernick: is is the guy I'm up against.

Bronin X: Yes, yes. And on that note, so you've got andysummerman .com. what What else is your website? And tell us your socials as well, how people can find you and get connected to your campaign.

Barry Wernick: Okay, so Wernick for Texas .com and it's Wernick, W -E -R -N -I -C -K. for Texas, and it's all spelled out, .com. And on that side, like I said, you'll see my vision, positive vision for the land of milk and honey for District 2.

Barry Wernick: Okay. um And... It gives a little bit of about my background. There's a donation site. there, which obviously I need when you go up against an incumbent, especially in an incumbent who's I think his biggest. Donor is Clay Jenkins.

Barry Wernick: his personal friend, And as as Clay Jenkins calls him, his personal friend and his lawyer. Because as you had alluded to, he was the lawyer. who led the charge.

Barry Wernick: against Abbott. um forcing mask mandates. banning banning religious services, in -person religious services. And of course, shutting down our small businesses.

Barry Wernick: Um, and And it's because he believed in it too.
