Between the Swords of Liberty rioting in Roat and the vote of no confidence led by Ruchenir Klarn, the monarch still commands the military, the citadel, and foreign relations. You can make a ranged weapon attack with a plus eight to hit, which I assume you will never do because that's so low for your character. The range is 120 feet, one target, 2d6 radiant damage.
